Good article and I like the focus. Hiring an SEO professional is money well spent, especially if they're good but I think any business owner needs to get up to speed on SEO before hiring anyone and these are great ways to do it.
I like also that you mention Google+ and Quora. These are both places that are crawling with information and it isn't hard to find. If you're looking for SEO advice and you're broke, this list can actually point you in a great direction to make progress for free.
Well, its a great thing that there are a lot of references that you can read on the net. However, its still be good if you focus on building a reputation for your site first before thinking about money matters.
