From someone who has experience in link building strategy in Europe, Will's ideas are good but I would be interested to follow what his experience is. For example, Germany bloggers are not like UK or US where being approached is the norm. They actually dislike SEO agencies and also expect to be paid. Each country is going to be different and that's why local providers still work best for me when it comes to link building e.g. those who have experience in that tertiary.
