It depends on the topic, niche and industry and numerousr random factors (liek the number of other news). For example blogging about SEO during the weekend is usually bound to fail as most people are not working on weekends. An entertainment blog on the other hand... Matt was lucky with this one, I remember it, I think AJ Kohn has spread it with his very engaged and large following. I also at least voted it up here and there but on Monday.
I see where he is going in the article where it doesn't matter what time it is published per se - but I do think that it matters when you promote it.
Adam, time for promoting it is certainly something to keep in mind but I believe that the quality of content Matt is referring to will even take care of that worry for you. Or at least will make that process much easier - you won't get into the issue of self-promoting.
