1.Is Google+ help to Increase Rankings?
2. Is Google force users to share the content and become a part for Google+ as Google is only world most popular search engine?
3. How Google+ verify that this content has real valuable and what are the criteria they define for giving Priority of Google+ content in "SERPS"?

3. They will follow your activity all over the Web and Google+ especially focusing on authorship data. You have to indetify yourself so they can follow you everywhere. It's like CCTV and face recognition in real life.

I remember reading a while back somewhere in Googles terms that having the Google+ code on your pages potentially helped with indexation of these pages.
I concur with Tad re: authorship. I think its important to utilize this as much as possible. I'm not sure if the Google+ code helps with faster indexation, but you're probably right Stephen. At the very least you'll want to post new blog content to your G+ page. And I think it's clear by now that the results with authorship in the SERPs are seeing higher clicks.
