I think Google annouce late but ranking flctuation was staterd from 17th Jan 2013. Major keywords are affected in google.co.uk

Jemin, Update on 17th January was not related to Panda; It was related to Links Devaluation. We're working on writing a great post on it. I'll share with you once it will go live! :)
Would be interested in reading that too, Manish. My own (amateur) deductions from January 17th led me to believe it was something to do with link devaluation as well.
