I'm afraid this technique will get used for negative SEO attacks.
Not if Google puts extra measures in place to prevent this. I wrote to a few Googlers including the engineers who did the paper describing the feature.
Tad Chef - this article is more about awareness. By the general SEO community becoming aware of such issues, Google will put in place better preventative measures. I think it's a great, in-depth article.
