As stated in the comments on the article, very doubtful someone is getting a bounce rate that low, especially on a blog. But an "OK" write up of organizing a clean site.
Agree with the sentiments of @mattmedeiros - I have access to hundreds of websites, from a variery of markets and website purposes (ecommerce to blogs). A SITE WIDE bounce rate that low is beyond exceptional and beyond believeable. If this data backs up traffic of at the very least 1,000 PCM and gets below 2%, I will eat my hat, the dog and half my furniture.
This is an old article and it has been already published on the authors' site. Over there I have checked it and commented saying that the Google Analytics code isn't correctly embedded on the site in question. It has been just added twice as one commenter says: "Google Analytics is being executed *twice* for the same account (UA-1673712-1)".
A good write up, but an unbelievably statistic. Either your traffic is absurdly low or your website is absurdly niche, or as Tad disco'd, your analytics is wrong.
