The best idea from this article is about using Ripples: "[Ripples are a] great way to add other influencers to your circle who may not have the name recognition that the original poster has – but are more likely to share posts."
Esentially, to increase your follower count, do this:
1. Find the most followed people on G+ who match interests you're posting about as well.
2. Look at their most shared posts, and view Ripples for those posts.
3. In the Ripples, identify the most influential, but less famous people, who shared the post.
4. Add those people to your circles, and they just might reshare one of your posts some day.
This is indeed a useful tactic. Once G+ expands their API a bit, it would be fun to build a tool to help with doing something like this so it's not so labor-intensive.
