    There was defiantly something that happened on the week of Jan 15-18.  What exactly we may never know.   Google is defiantly getting smarter at what links to count and which ones shouldn't.

    Google has changed it's algorithm on 17 January 2013.Mostly country specific domain were affected by this slightly change of google. For more information regarding this read this blog : http://srivastavarahul.blogspot.com

    Not the main point of the article, but worth pointing out that: "Penguin targets entire sites that either use manipulative links to rank their own site or other sites." is definitely false. I've done multiple tests that show it to be (at least in several cases) URL based, not site wide.

    I think the problem is that a manipulative practice is usually done on a global scale so in most cases you have a full penalization.

    I've never seen a website that spam only one URL :D
