This is great news. In each case the author followed Cutts's recommendations: remove as many bad links a possible, then disavow and file a reconsideration request. My guess is that when te quality reviewer sees unremived bad links, it checks against the disavow list as well. The links may not actually be devalued in real time, but the quality team honors the disavowel.
This was the tool which I was waiting from long time. I hired one person on Fiverr and he made very spammy links so this tool was the only option to remove them.
