An interesting take on link anchor text. I think there are still reasons to avoid "click here" beyond just avoiding keyword-stuffing, however. Smart link text is still active and relevant, even if it's not keyword-stuffed.
For sure, I'm not planning to launch a "click here" campaign (though that would be a nice suggestion to get in front of competitors). I can agree that there are plenty of times "click here" could be a fine CTA and that it's not the end of the SEO world for a page or link. Mostly, I just love the blasphemy I'm able to consume at seo-theory.

Click here works best in the situations where co-citation occurs, like "want to find KEYWORD? click here!". Otherwise it can't make much sense. If you ever have control over the anchor text to be able to CHOOSE click here, there is a pretty good chance that site isn't going to drive you good traffic that click here might slightly increase. So go for the anchor text.
