How would you go about knowing if you had bad links that you wanted to disavow? Google Webmaster shows links to a site, but how do we know if Google is downvoting based on link?

So- I'm not one of those conspiracy theorists (which, by saying such probably means the opposite is true) but what if Google is doing this in order to determine which websites should undergo a manual review. By that I am not meaning the sites you submit but the site on whose behalf you submit.
That would be scary.
